What can a PEO do for Your Business?
Via an agreement and statutory regulations, a Professional Employer Organization (PEO) and your business enter into a co-employer relationship. The PEO is then recognized as the employer-of-record for payroll tax liability, workers' compensation, employment law compliance and employee benefit program administration. You, the work-site or client employer, are the employer for purposes of employee supervision and OSHA/Cal-OSHA compliance. Staff Resources, Inc. is one of the oldest Professional Employer Organizations in the country. Former CPA, Kent Ahlswede founded the company in 1974 and remains active today as the company's CEO and Chairman.
Staff Resources, Inc. was a founding member of the national association, NAPEO, and the California chapter, CAPEO. These organizations are heavily involved in self-regulating the PEO industry and lobbying for political balance with respect to employment law.
In 2000, Staff Resources became one of the few PEOs to receive certification from Employer Services Assurance Corporation. Not only does the certification ensure SRI is routinely audited externally, but that surety bond protection is extended to clients also.

Definition of PEO
"Professional
Employer Services" is defined as an arrangement between a Professional
Employer Organization (PEO) and a Client whereby the business becomes
the client of the PEO and a majority of the employees of a Client
worksite becom co-employees of the PEO and the Client. The PEO assumes
employer responsibility and liability for the payment of wages and for
payment of taxes related to wages. The PEO shares or assumes such other
employer responsibilities as may be determined in the written contract
defining the arrangement. Professional employer services are inteded to
be of a continuing nature rather than temporary or seasonal.
"Professional Employer Services" does not include services that provide temporary employees or independent contractors, personnel placement services, consulting services, payroll or administrative services without w-2 employer responsibility, facility outsourcing, the sharing of employees by commonly owned companies within the meaning of section 414(b) and (c) of the Internal Revenue Code of 1986, as amended, or similar groups that do not meet the requirements of "professional employer services".

NAPEO provides various benefits to members such as education, government relations, training, and a Code of Ethics.
